Before Sandy hit, the local playground, maintained by the City and operated by the parents, had a Halloween Party for the under 5 set. It took place on a Sunday morning. Hopefully the photographs give an idea of the intensity of 60 strollers all parked together, while their occupants are elsewhere at the party on the playground. When adults they will park their cars in a lot and then walk to the party. Same MO different playground.
